Harsh Mediterranean sea

It must be said here that in the entire eastern Mediterranean there were not a single natural bay that is somehow convenient for the construction of a port. And harsh storms happen here especially in winter. But Herod was a tyrant, he ordered 'the seaport must be!', and by 10 BC. the port was commissioned. Construction lasted 12 years.
