Fredriksten Fortress was created as an operating base for Norwegian troops on the Swedish border, but not for city of Halden defence. Citizens have repeatedly asked and appealed the Danish king, and finally in the 1680s Copenhagen has allocated money for construction of the city fortifications (Bryggescansen), with the proviso that the townspeople had to build it themselves. Fortification with 3 bastions and one halfbastion was built to the west of the Citadel.
