The cite from the report of Iosif Stalin at the ceremonial meeting of the Moscow Soviet of People's Deputies with Communist Party and public organizations of the city of Moscow November 6, 1941.
This inscription for sure was made in the end of 1941. During the war, the fort was part of the 13 artillery division of Kronstadt defence sector, but in particular the fighting did not participate because of lack of long range of their guns.
