In 1720-30, the fortress garrison numbered 100-150 soldiers, but the population of the city itself did not exceed 300-350 people. The Swedes were never able to fully implement their fortification plans; work was hampered by a chronic lack of funds. Only in 1741, on the eve of the upcoming new war, did they hastily finish the construction of the gates, pour in new ramparts and slightly strengthen the garrison.
