Sir Charles Tegart (Tegart) has developed the plan of such buildings for the British authorities in the 1920s on the experience of the civil wars in India. In Palestine they were built in strategic locations to protect the most important lines of communication and to control the mandated territory. So, in essence it is the police Fort.
