Captain-Commander Edward Laine (1670-1729) supervised the construction of the fort. Foundation for the fort was made of so called ryazh - big wooden boxes of logs filled with rocks. The fort consisted of two faces 170 m long and 6 m high, converging at an obtuse angle. The battery itself was made with earth and wood. In the rear part an inner harbor with a pier and powder magazines on wooden piles were built. The fort was finished in 1724 and armed with 106 guns. It was named as Citadel.
