It was built in 1909-11 for the needs of the Convict central station founded here in 1907. It housed the prison administration, workshops, office and a prison for 500 convicts. The building was burned in February 1917 by rebel people. It was finally finished off by German shelling and bombing in 1942-43. The photo shows the southern part of the building.
By the way, this is an architectural monument of federal significance.
